Qualifications:

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
  • Minimum 6 years of experience in on-site technical office, project controls, planning, or cost management within the construction or real estate industry(preferably residential or commercial projects).
  • Strong knowledge of construction methodologies, industry standards, project workflows, procurement, cost control, planning and technical documentation.

Core Responsibilities:

  • Prepare priced BOQs, quantity surveys, cost estimates, budgets, and time schedules, including market price research at both investment and project levels.
  • Assist in developing and maintaining required databases and procedures for construction budget and schedule calculations.
  • Maintain accurate records of quantities, variations, and project cost data.
  • Track project performance metrics, including earned value, to identify trends, deviations and risks.
  • Help organize and prepare weekly and monthly performance reports, development reports etc. for investments and projects.
  • Assist the development of financial models, calculations, and strategic plans for business expansion.
  • Review and validate shop drawings, material submittals, RFIs, and as-built documentation to ensure compliance with contract and specifications.
  • Analyze schedule and cost impacts of variations to support effective change management processes.
  • Develop, monitor, and update detailed project schedules, ensuring alignment with timelines and objectives.
  • Handle claims preparation, variation order assessments, and evaluate subcontractor interim payment certificates, bids and proposals.
  • Assist in preparing trade packages for procurement in ongoing projects.
  • Assist in managing tendering, procurement, and feasibility processes for current and potential projects.
  • Support the tender and procurement processes, including awarding contracts to contractors and subcontractors.
  • Support the development and maintenance of an efficient document control system.

Technical Competencies:

  • Proficient in industry standard measurement techniques for civil and architectural works.
  • Well understanding of construction contracts, specifications, and drawings.
  • Knowledge of estimation, cost management and value engineering principles.
  • Knowledge of tender documentation and procurement.
  • Proficiency in project cost estimation, budgeting, and BOQ preparation.
  • Advanced understanding of construction scheduling, planning techniques, and critical path method (CPM).
  • Knowledge of market price research and cost benchmarking.
  • Familiarity with contract administration, claims preparation, and variation order assessments.
  • Expertise in reviewing and validating technical documentation (shop drawings, RFIs, material submittals).
  • Knowledge of document control systems and practices.
  • Familiarity with digital twin or BIM technologies.

  • Proficiency in English and Russian languages, both written and verbal.
  • Demonstrated experience in technical office operations and project controls for medium to large-scale projects.
  • Ability to travel for short-term business trips domestically and internationally.
  • Collaborative mindset for working with contractors, consultants, and project stakeholders, remote or hybrid team coordination.

Competency Required Technical Tools:

  • Planning & Scheduling: Primavera P6, MS Project.
  • Advanced Excel skills for cost analysis and reporting.
  • Online collaboration tools (e.g. Aconex)
  • AutoCAD, Revit

Preferred Certifications:

  • PMP (Project Management Professional) or CAPM (Certified Associate in Project Management).
  • Certification in Primavera P6 or MS Project.
  • Autodesk certifications (AutoCAD, Revit).
  • Reputable AI certifications
  • Membership in a recognized professional body (e.g., RICS, AIQS).
  • Certification in Quantity Surveying or Cost Management.
