Responsibilities:
Implement a plan for the uninterrupted, safe, cost-effective, and environmentally responsible operation of the oil refining and transportation complex for oil and petroleum products.
Ensure the fulfillment of production plans, budget indicators, and strategic goals at the field operated by Company within the framework of service contracts (in the "Production" department).
Submit proposals for consideration by the Customer on necessary adjustments to the preparation and transportation plans at the field operated by Company within the framework of service contracts (in the "Production" department").
Participate in discussions of contract strategies, tender documents, and the development of technical specifications with representatives of supervising departments.
Participate in the development and implementation of the annual work program and budget for the Production department.
Participate in the preparation and development of tender documentation and its technical components within the "Oil Processing and Transportation" functional area.
Conduct technical evaluations of potential suppliers/contractors within the " Oil Processing and Transportation " functional area, in accordance with the Company's established procurement policies, for the purpose of acquiring the necessary equipment, materials, and services.
Manage the workflow of the Process Engineering Team to monitor and implement the required process mode for oil treatment units in accordance with the process regulations.
Monitor and analyze the condition of oil treatment unit equipment.
Ensure the contractor's activities in providing personnel services, operational management, timesheet maintenance, and the availability of primary documentation.
Ensure the constant readiness of outsourced personnel to localize and eliminate potential accidents and their consequences in the supervised area of activity.
Manage and oversee the activities of contractors working at oil and gas production, processing, and transportation facilities within the framework of existing contracts and procedures.
Oversee the mobilization of equipment and services in accordance with the commissioning schedule for new equipment supplied under service contracts (as assigned by the Production Department).
Participate in developing process operating modes for oil treatment units and monitor and be responsible for the accuracy of process parameters for the operation of oil treatment, transportation, and water injection facilities
Participate in identifying, analyzing, and eliminating the causes of failures and malfunctions at oil treatment units.
Implement and utilize best international practices in production activities and prepare recommendations based on lessons learned.
Submit proposals for changes to the company's organizational structure and structural divisions to optimize production processes.
Develop technical and process documentation taking safety measures into account.
Ensure interaction with responsible departments to develop measures to prevent or reduce downtime of process equipment.
Participate in the development of commissioning programs for equipment within the Production Department's area of responsibility.
Organize interaction with personnel from structural divisions to clarify operations and resolve any identified planning gaps.
Ensure the implementation and application of best practices for integrated planning, maintenance, and repair of equipment.
Organization and documentary support of transportation and delivery of oil and gas.planning the field of processing, transportation of oil and gas.
Monitoring the implementation of the approved program of chemicalization of production processes.
Control over the operation of pipeline transport facilities.
Integrate the activities of key divisions that meet the criteria included in the operational or comprehensive plan by identifying and resolving conflicts regarding deadlines and resources, and identifying opportunities to combine work completion dates to optimize the production profile.
Submit proposals for changes to the functional plans of structural divisions to ensure the implementation of operational or comprehensive planning.
Organize and oversee the preparation of integrated action plan scenarios and the calculation of corresponding projected production indicators, if necessary.
Organize the preparation and conduct of meetings to discuss and agree on the integrated equipment maintenance and repair plan and corresponding projected operational indicators.
Analyze and update the list of risks associated with achieving operational performance indicators, in collaboration with asset division experts.
Comply with the requirements of the internal work regulations.
Comply with the requirements of the integrated Occupational Health, Safety, and Environment Management System.
Requirements:
- Higher technical education;
- At least 12 years of experience in the oil and gas industry, including 5 years in a managerial position;
- Language - English at least upper-intermediate.
